Oman has no US tax treaty, and no personal income tax on employment income today.
No US income tax treaty, no totalization agreement, and no Omani income tax on your salary. The Foreign Earned Income Exclusion — $130,000 for tax year 2025 — and the foreign housing exclusion carry the return, with no foreign tax credit above them.

What that means on your return
Oman has announced a personal income tax on high earners, with a commencement date after tax year 2026. If it takes effect as announced it would, for the first time, give some Americans here a foreign tax to credit — which would make the exclusion-versus-credit decision a live one rather than a formality. [TBD — verify the commencement date and rate before relying on this.]
Until then the position is the standard Gulf one: nothing to credit, so the exclusion, the housing exclusion and your qualifying twelve months decide the whole number.
Rotational and project-based contracts are common in Omani energy and construction work. Days in the United States count against the 330-day physical presence test whatever their purpose, so the qualifying period is chosen from your travel record rather than assumed.
The announcement now has a decree behind it: Royal Decree No. 56/2025 issued Oman's Personal Income Tax Law in June 2025, applying a flat 5% to taxable income above OMR 42,000 a year — roughly $109,000 at the rial's pegged rate — with effect from 1 January 2028. Tax years 2026 and 2027 are unaffected.
That date matters for a decision taken now. Revoking the Foreign Earned Income Exclusion locks you out of it for five tax years without IRS consent, so a revocation made today still binds you in 2028, which is exactly when an Omani income tax starts producing credits worth weighing against it.

Questions I get about Oman
Is Oman introducing personal income tax?
A personal income tax on high earners has been announced, to commence after tax year 2026. Treat the date and the rate as unconfirmed here until I have verified them — and if it does take effect, the exclusion-versus-credit comparison becomes worth running properly.
Does a rotational contract keep me qualified?
Only if your days add up. The 330-day test counts every day physically present in the United States against you, so a rotation with home leave needs its twelve-month window chosen deliberately.
When exactly does Oman's income tax start, and at what rate?
1 January 2028, at a flat 5% on taxable income above OMR 42,000 a year, under Royal Decree No. 56/2025. Nothing on a tax year 2026 or 2027 return changes because of it.
Should I switch from the exclusion to the foreign tax credit before then?
Decide it deliberately rather than by default. Revoking the exclusion locks you out for five tax years without IRS consent, so a revocation now reaches into the years Oman starts taxing. Which route wins depends on your income, your housing costs and how close you sit to the threshold.
Do I owe US tax if Oman taxes nothing?
You file, and often you owe nothing. The Foreign Earned Income Exclusion covers $130,000 of earned income for tax year 2025, and the foreign housing exclusion can cover more. Above that, US tax applies with no foreign tax credit available.
When is my return due?
15 June, under the automatic extension for filers living abroad. Form 4868 moves it to 15 October, and I file the extension free.
Do I have to file an FBAR for my Omani bank account?
If your foreign accounts together passed $10,000 at any point in the year, yes. You can file it free through FinCEN's own system. The non-willful penalty for not filing is $16,536.
I have not filed for several years. What now?
The Streamlined Foreign Offshore Procedures: three returns, six FBARs and Form 14653 certifying non-willfulness. Penalties are waived. Note that the IRS terminated the separate Delinquent FBAR Submission Procedures around 1 July 2026.
Filing from Oman this year?
Fifteen minutes with the Enrolled Agent who will prepare and sign it. Complete return, $599.
An IRS Enrolled Agent working only on US tax for Americans living abroad. I prepare and sign every return myself — 14 years in practice, 11 of them as an Enrolled Agent.
